If my neighbor smokes marijuana and it comes into my apartment where minors live is it illegal??

More details to this question:
I live in an upstairs apartment and my neighbors below me are smoking marijuana constantly. When I get home, my apartment will smell like someone was smoking in my own living space. I have a 14 year old living here and she's always coughing and then complaining to me to go talk to the neighbors. I know they have a 6 or 7 year old living with them so I’m concerned for the poor girl too. Anyway, is it legal to smoke marijuana in their home though it affects people around them?

It not legal to smoke marijuana unless they have a medical prescription. I suggest you call the police.
