What type of attorney do I call for Hipaa violation

More details to this question:
I brought my son to Lab Corp, and both of us specifically told the woman our address. She couldn't differentiate between patient and insured. The Phlebotomist even had to tell this woman that the lab report goes to PATIENT'S ADDRESS. Long story short, I never got the report, called customer service and was told there is discrepancy in the address. My son told her the correct address, and how that has been his address for the past 9 years. We finally did get the report here, but a customer care representative said the first one was mailed to the insured. What can I do about this...1, just for it going to the wrong address & 2, if the insured opens this confidential envelope?
