When my father died, a family member found my father's CD's and went to a bank to cash them in. I am my fathers only daughter, and I didn't give anybody permission to cash his CD;s in. The bank should have been liable for cashing CD's without proof my permission. How did this happen, someone needs to pay for this. Isn't this a federal offense?.
