More details to this question:
I got car insurance on the 9th of last month and my car broke down. Two weeks later i got a new vehicle on a Saturday and My insurance agency was closed. So I had to go through the dealership agency to get insurance for the new vehicle. The agency gave me a policy with the same insurance company that I'm already through. i called to cancel the first policy and the company said they couldn't and that they also could not refund my money or put it towards the new policy. What do I do and why can't they cancel the first policy.

That simply makes no sense. Something is missing here unless you still have BOTH cars titled in your name. You can call the Florida Department of Insurance and see if they can help you sort this out.
