No, you can't get a bill of sale, because you did not in fact sell it, nor do you have the legal right to do so. But, you can get rid of it: Give him written notice that you are going to have it towed. I'd give him 10 business days to come and get it, and if he doesn't then have it towed out into the street.
There is a procedure for getting title to an abandoned car. Your local Magistrate probably has the procedure. You cannot just get a bill of sale, you have to go through the procedure.

Doesn't make any sense. Why would anyone give you a bill of sale unless you bought it tell him to get his car out of your drive by tomorrow or you will have it towed or you will sell it to a scrap yard/salvage dealer (you may not be able to do that with no title).
