Can they deny me having them if I live in an RV?

More details to this question:
CPS took my niece and nephews from my sister. I have two children both girls 2 and 7 that could share a bed. The 13 year old would have his own bed in same area and my niece would have her own bed in the front where I sleep. The baby would be in a pack and play. We have plenty of space and I know the kids would be happy here. I don't want to see them going to live with a stranger or be split up.

It sounds to me like 5 children are way too much for space and CPS will likely not approve of a 13-year-old boy in the same room as two little girls.
