What does suspension recall mean?

I already turned myself in and got out. Th commissioner also said my liscense is not suspended.

It sounds like the commissioner recalled your license suspension. At least, he tried to. Commissioners and judges in court have no authority over drivers' licenses, so I'm not sure what he is talking about. Drivers' licenses begin and end with the DMV. The DMV has sole authority over license suspensions. You should check with the DMV to confirm whether your license is suspended or not. Don't rely on what the commissioner said, because again, he has no authority to suspend or recall suspension of licenses.
