10 years deferred is a probation offer where you plead guilty but the case will be dismissed if you satisfy all the terms for 10 years. TDC is Texas department of corrections. Prison time.

I means that the person can take a deferred adjudication probation that lasts 10 years (but can be early terminated, or upon revocation, can result in the full range of punishment for the offense) or the person can take 4 years in prison.
