QUESTION

Can I sue my mother and stepfather, who raised me since I was 9, be sued for the emotional, physical, and mental abuse?

More details to this question:
My stepfather was mentally and physically abusive to me from the ages of 9 through 18. I was 8 or 9 when my stepfather moved into our house. My mother was complacent by doing nothing to stop it. Essentially it has had a significant negative impact on my ability to become a well-adjusted adult, including a drug and alcohol abuse, alienation, therapists, hospitals, financially, in my marriage, in all of my family and friends' relationships, myself worth, and most importantly, my life in general, and much more, etc. I would like to sue them for damages. Thank you for your response and time.

Sure you can, just be prepared to cough up a couple hundred dollars per hour sin legal bills that your lawyer will need. Either that or your mother and stepfather better be dirty rich.
