Are there any laws regarding reporting persons known to have arrest warrant?

If I know of someone who has a warrant out for violation of probation, am I, by law, required to report it. Also, if I know that that person has a expired and canceled driver's license and expiration tags, and drives his children around, does that make the mother of the children liable (they are divorced) even if she is not?
You have very limited legal duty to report such violations. I would however be concerned regarding the driving without a license and tags, that also probably means without insurance as well, therefore putting the children at risk in case of an accident.
You have no legal duty to turn in somebody who you know has an active arrest warrant. Also, you have no duty to report somebody who has no driver's license to the police, even if they transport children. However, if you know they have no driver's license, and let them use your car, you can be cited with a violation of the PA motor vehicle code.
I am not aware of any, other than the reporting of suspected abuse by certain professions. So, if you think you can get away with telling people you had to report John Doe to the police because he had an active warrant out, go ahead. Someone will eventually report him or he will be stopped by the cops anyway. What could the mother be liable for?
