Is it too late to sue URSB and an individual who stole my bankbook and millions of dollars in funds from 1987-2007?

I won the lottery jackpot between $20 million and $100 million in 1987.. I opened a direct deposits savings account with URSB... United Roosevelt Savings Bank but the bank manager kept my bankbook and later gave it to Ms. Amalia Blanco... Manuel Romero and Amalia Gago Blanco stole millions of dollars from 1987-2007 and have not repaid me to this day... I want to seek compensation for all the money stolen...

It's difficult to know exactly when the staute of limitations has run on your potential claims without knowing more details about your situation. Since the theft occurred so long ago it's likely that staute has run unless you can show that you only recently learned about the theft through not fault of your own.
