I had a personal loan from the USDA which was discharged in chapter 7 bankruptcy. They just had the US treasury garnish my disability check with no notice.

You would want to make sure that the debt was a part of the bankruptcy and was one that was included in the discharge. Not all debt is discharged even after you complete your bankruptcy.
